Position Title: Public Health Agency Director FLSA Status: Exempt
Position Summary: This is a working director position. In addition to providing direction and leadership for the department, this position participates in providing quality public health services to the citizens of Custer County. Provides planning, administration of services, evaluates public health programs and activities while supervising department staff and collaborating with other community agencies. This position possesses specialized, technical or functional expertise within the area of assignment and will exercise supervision over assigned lower-level staff including directing subordinate supervisors and managers. Employees are typically assigned specialized responsibilities compared to lower-level staff and comprehensively focus on the operations in the area of assignment. As senior manager, employees can expect to have final authority over all staffing, budgetary and project decisions, developing and implementing organizational goals, objectives, policies and priorities, evaluating the efficiency and effectiveness of the operations in the area of assignment and representing the department to other departments, elected officials and outside agencies.
Supervision Received: This position is a direct report to and receives administrative direction from the County Board of Public Health via the Board of County Commissioners. It performs the duty assignments with broad parameters defined by general organizational requirements and accepted practices. End results determine effectiveness of the job.
Supervision Exercised: This position requires managing and monitoring work performance of the department including evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staff assignments for the department. The following statements are illustrative of the duties and responsibilities of the position. Custer County retains the right to modify or change the duties and responsibilities of the position.
Essential Functions:
? Oversee the management and administration of the County Public Health Custer County Board of Public Health Agency. ? Provides professional leadership to and participates in community health activities. Such as Custer County Emergency Services, Preschool Advisory Board and the School Nursing Program. ? Hold hearings, administer oath, subpoena witness, and take testimony in all matters relating to the exercise and performance of the duties of the position. ? Act as the local registrar of vital statistics or to contract out the responsibility to registrar in the area over the agency that has jurisdiction. ? Direct the resources needed to carry out the county or district public health plan. ? Identifies community health needs, develops plans, sets priorities, and coordinates departmental and community activities to activities to effectively address these needs. ? Negotiates and administers all contracts for the public health service. ? Assist in the development of long-term goals, policies, and procedures to enhance the operation of the office to ensure compliance with local, State, and Federal laws. ? Schedules all work activities of all operations within the office to ensure timetables are met for specific activities. ? Interprets departmental policies and programs to staff, administrative bodies, and the community. ? Prepares the annual budget for the office and works with the County’s finance director, human resources director in monitoring expenditures to ensure proper and efficient management of funds. ? Identifies outside funding sources and opportunities and applies for available and desirable grants. ? Administers and assures the deliverables are met for the emergency preparedness grants, as well as being CCPHEP Lead. ? Conducts immunization clinics and appointments on an as need basis. ? Assist “Drop In” patients as needed. ? Provides for follow up on reportable communicable diseases. ? Provides supervision for school nurses in their cooperative position with the Public Health Agency. ? Reports monthly to the County Public Board of Public. ? Provides training for First Aid, CPR & AED certifications.
Peripheral Duties: ? Performs other related duties as assigned by the County Public Board of Public and or Board of County Commissioners. o Maintain data bases o Prepare monthly activity logs o Prepare correspondences as needed
o Maintain schedules and update calendars
Upon certain conditions, the local board of public health may waive the minimum qualifications set forth in 6 CCR 1014-C.

Reading: Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Ordinarily, such education is obtained at the college level or above. However, it may be obtained from experience and self-study. Math: Advanced - Ability to apply fundamental concepts of theories, work with advanced mathematical operations methods, and functions of real and complex variables. Monitors progress toward fiscal objectives and adjusts plans as necessary to reach them.

Working Environment
The duties will usually be handled in an office environment. There will be time spent interacting with staff, managing budgets, preparing reports, and other paperwork. This position is occasionally required to stoop, kneel or crouch. The employee is regularly required to conduct activities involving stooping, kneeling/bending, crouching, crawling, twisting, and reaching. Specific vision abilities required by this job include the ability to distinguish objects in low and bright light using visual capacity including peripheral vision, depth perception, color vision, and far and near acuity to observe all elements of a given situation and the surrounding work environment. The employee must occasionally lift and/or move up to twenty-five (25) pounds.

Retirement (Colorado Retirement Association) Employees working 30+ hours per week are enrolled in Custer County’s retirement program upon your date of hire. 401(a) employees are required to contribute a minimum 4% up to a maximum of 4% of their gross wage. The County matches that amount subject to a five-year vesting period. For 457 Deferred Comp, Employees may participate at any time by contributing additional money for retirement.

Minimum Requirements Possess and maintain all medical, nursing and of public health licenses and/or certifications. Possess and maintain a current valid Colorado Driver’s License. Possess & maintain CPR/AED Certification. ICS/NIMS certification as required by the Emergency Preparedness Grants.
A Physician Director candidate shall: a. Be licensed to practice medicine in the state of Colorado within six months if hire. b. Have graduated from an approved medical school (MD or OD) and preferably be certified by the American Board of Preventative Medicine or American Board of Osteopathic Preventative Medicine. c. Have five years within the past ten years of successful and responsible administrative experience in public health or a closely related field, including at least two (2) years’ experience in supervising public health professionals. d. A candidate with one year of graduate study in a recognized school pf public health is preferred.
A Non-Physician Director candidate shall: a. Have a masters degree in a public health discipline such as environmental health, health education, epidemiology, health administration/policy, biostatistics, ect. nursing, public administration, health administration, or closely related field and b. Have five years within the past ten (10) years of successful and responsible administrative experience in public health or closely related field, including at least two (2) years’ experience in supervising public health professionals. c. A nurse candidate shall be licensed to practice in the state of Colorado within six months of hire.
