About the Role:
Job Summary
Manages the timely coordination and accomplishment of all assigned facility construction projects. Specific duties shall include: Estimating; Bid Solicitation and Award; Project Permitting, Materials Take-Off and Buyout; Shop Drawing Review; Project Organizational Planning; Scheduling; Pay Request/Invoice Processing; Project Change Orders; Project Cost Report Updating; Owner Furniture, Fixture and Equipment Interface Coordination, Project Close-Out; Final Agency Sign Off, Owner Move-in and Coordination of Departmental Office/Field Support Operations, and department construction management in absence of Director. Senior PM shall also manage internal direct reports from other Project Manager and maintenance staff. Individual shall chair and manage Space Planning program and oversee those construction projects.
Minimum Job Qualifications
Licensure or other certifications:
Educational Requirements: High School Diploma or GED. Background in architecture or building construction. Additional education/training beyond high school can include degree programs or Vocational training plus sufficient experience.
Minimum Experience: Minimum of fifteen years (15) project experience to include Healthcare renovation, ground-up and new construction. Specific experience with budgets at $15 million or higher and ability to manage multiple, simultaneous projects.

Extensive verbal and written communication.
Manage additional internal Project Managers, General Contractors and Sub Contractors on projects effectively including those initiated through the Space Planning process.
Project budget estimation during all planning phases.
Project contract bid preparation, contract negotiation, and pre-qualifying and evaluating contractors.
Pre-Construction planning/coordination for designated projects.
Essential Tasks and Responsibilities
Demonstrates thorough understanding of project construction management planning and execution duties and responsibilities.
Provides pre-construction planning assistance to Architect, MEP and Civil Engineers, and other contractors/consultants to ensure proper budgeting and scope of work to meet NGHS project objectives.
Coordinates with project Architect and other parties, the expected protocol for all project correspondence, inspection reports, testing reports, shop drawing submittals, change order processing, etc.
Coordinate permitting requirements for NGHS with local Municipalities as required.
Coordinates project close-out to include all permits, user documentation, as-built drawings, and occupancy certificates.
Responsible for implementation of project materials, bid packaging, and owner provided services buy out.
Initiates detailed project document review and component take off for purpose of packaging project for systematic buy out.
Prepares and distributes bid request documents for bid submittal, bid review, and bid award.
Initiates final award of bid contract documents and issuance of purchase orders for owner direct procurement.
Responsible for professionally representing owner during planning phase, construction phase of project, in all project management coordination and interface matters.
Acquires and demonstrates clear understanding of project program, budget constraints, and applicable codes relative to effective project management overview and communication with all identified parties having participating interest and input into project during the construction phase of project(s).
Clearly understands and communicates roles, names, and responsibilities of all individuals associated with project.
Identifies, clarifies, and directs specific merited project concerns to appropriate final decision maker and documents actions and decisions.
Develops and maintains a bi-weekly updated project management and Space Planning milestone plan with support records file of alert memos to responsible parties. Assigns Space Planning projects to other Project Managers and provides oversight of each. Also assigns tasks and projects to skilled worker staff of painters, carpenters, etc. and provides supervision and oversight of projects.
Demonstrates consistency and diligence in administration of both project management plan and project construction schedule and provides pro-active intelligence updates to Facilities Development Director relative to any envisioned potential negative project schedule variances.
Conducts jobsite visits on all projects with respective "on-site" project supervisor identification-solution and schedule status updating.
Conducts project meetings with all project contractors to review schedule and coordinates activities.
Ensures compliance on project with regard to OSHA/ life safety and other regulatory/safety requirements and reports deficiencies to Director Facilities Development.
Responsible for supporting the Director of Facilities Development in the administration of daily operational support services provided out of the departmental office.
Maintains project budgets to include all reporting and tracking documentation as required. Review all cost/invoice documentation to ensure timely payment and problem resolution.
Provides assistance to Director of Facilities Development regarding departmental construction operations, project development, and execution.
Performs in the extended absence of Director, oversight and management of construction operations.
