SUMMARY
The ECEM Regional EM Coordinator assists ECEM management and facility staff with coordination, planning, trainings, and
process improvements related to emergency management to comply with federal, state, local
and Joint Commission (JC) regulations. Assists with specific needs identified by Hospital
leadership and /or ECEM departmental leaders. Responsible for the day to day operational
needs of the Emergency Management office to include inventory reports, scheduling of
training classes, monthly stakeholder meetings (internal and external) and supporting the
division wide exercise program.
ESSENTIAL FUNCTIONS OF THE ROLE
· Coordinates and assists with emergency management activities within the Baylor Scott &
White Health organizational structure.
· Assists with emergency management activities at all
BSWH division specific facilities.
· Coordinates with the Division Emergency Manager, ECEM regional managers and
coordinators, and facility staff to ensure emergency management plans are maintained and/or
updated.
· Participates in the development and annual maintenance of facilities written disaster
plans and procedures to ensure an effective multi-hazard disaster response. This includes but
is not limited to review of facilities hazard vulnerability analysis (HVA), surge planning,
pharmaceutical dispensing plans, facility evacuation, pandemic influenza, natural disasters,
and chemical, biological, and nuclear events. Assists in maintaining required documentation
to support plans such as mutual-aid agreements and memorandums of understanding.
· Assists all division facilities in meeting exercise and training requirements as per regulatory
guidelines.
· Assists facilities in completing after action reports and facility improvement plans using current
Joint Commission requirements. Helps to ensure that post-exercise suggestions and
improvement plans are integrated into the exercise and disaster preparedness programs for
the facility.
· Coordinates, plans, and assists facility HERT coordinators with oversight of the Hospital
Emergency Response Team (HERT) for all decontamination responsibilities. Ensures that the facility decontamination team receives annual training.
· Coordinates/assists facility manager with maintaining all disaster equipment and supplies in a
clean, secure location and ensure that all disaster resources are easily accessible and
available for rapid deployment.
· Participates in local, regional, and statewide activities and exercises, as needed, to assess the
capacity of the facility to respond to bioterrorism, outbreaks of infectious disease, and other
public health threats and emergencies.
· Interacts with community partners in all aspects of Emergency Management. Serves as
representative of BSWH for emergency management activities.
· Coordinates activities and response plans within the TSA jurisdiction with other response partners, hospitals and health
care entities, local health departments and DSHS Health Service Region staff as required.
· Liaison with area EMS agencies, local fire and police, and other outside agencies likely to
have either a response or support role to a facility following a disaster.
· Assists in providing training opportunities for NIMS, HICS, and other disaster relevant training,
on a regular and ad-hoc basis at all facilities.
KEY SUCCESS FACTORS
· Experience working with emergency planning or first responder preparedness.
· Proficiency in basic technology and computer skills, including Microsoft Office programs.
· Ability to interpret and communicate to others relevant state and federal rules, regulations,
and guidelines.
· Must demonstrate proficiency in both oral and written communication and establish and
maintain effective working relationships within the facility, with local and regional health care
officials, local, state, and federal agencies, and policy and advisory committees of the regional
council and the general public.
