Nemours is seeking an AVP, Delaware Valley Primary Care.
In collaboration with the Chief of Primary Care, and for responsible divisions, oversees the administrative, operational, strategic, marketing, and development activities of the service line and department at all sites and functions as a member of the extended Delaware Valley Executive Committee. Responsible for representing administration as appropriate and assuring compliance with all applicable law and regulatory requirements affecting the areas of responsibility.
Responsible for facilitating a collaborative and supportive relationship between the areas of responsibility at all levels of the organization to achieve primary care practice goals and objectives.
Responsible for Primary Care Operations, participation in primary care quality assessment and improvement, identifying opportunities to improve the patient and family service experience, supporting patient and associate engagement and safety, promoting diversity and inclusion efforts, making recommendations, and implementing actions as appropriate and consistent with the goals of The Nemours Foundation.
In collaboration with leadership, the Administrator is responsible for setting the strategic direction for responsible Primary Care services across the region to grow market share in the service line and focus on accountable care efforts to meet the Nemours Value Journey. Leverage system scale and capability to achieve success and develop and implement business plans to support the continued growth and success of the service line. Provide innovative administrative support to facilitate integrated care for patients. Execute alignment initiatives with affiliated physician practices and will ensure the financial viability of all responsible divisions. Establish collaborative relationships with various (internal) departments/service lines and managers as well as evaluate options for research and external partnerships where appropriate. Support the design, planning, and implementation of programs that promote the mission to improve the health of the patients and communities served, such as Value-based care programs, SDoH, and other population health efforts.
Additionally, in partnership with the related Delaware Valley leaders, the Administrator will have responsibility for broad base program development and implementation for the planned expansion of related and responsible programs for primary care growth and strategy.
Leadership
- Establishes a cooperative working relationship with the primary care management team to advance the strategic goals.
- Develop financially viable business and organizational models that balance and align the interests of the primary care business team, thereby achieving maximum flexibility for program development.
- Serve as a matrixed leader in the Value-Based Service Organization, advancing the organizational goals around the quadruple aim for population health management, cost containment, staff well-being, and improved outcomes for patients.
- Provide partnership and engagement to Clinically Integrated Network programs to support accountable care efforts that occur in practices and Nemours facilities.
- Advance the organization's Strategic plan, mission, and support purposeful growth.
- Interface with the Delaware Valley executive team to provide effective management direction for responsible areas and divisions of the Department of Primary Care.

Strategic Planning and Program Development
- Responsible for broad base program development and implementation for any planned growth, expansion and advancement of the department's strategic plans and programs.
- Formulate and gain approval for strategic business plans and objectives consistent Nemours's mission, goals, and strategies designed to support the community and ensure their mutual success.
- Ensure the strategic planning and operational budgeting processes are linked and support the to capital budgeting processes as well as facilities development and long-range master planning
- Promotes team-based care and top-of-license efforts within the medical home model.
- Partners with the Primary Care Chief in the development, communication, and implementation of departmental goals and objectives on all campus locations. Ensures that goals are in alignment with Nemours' Strategic plan and annual goal metrics.
- Develop new and enhance existing primary care outpatient clinical programs and services to achieve growth opportunities commensurate with availability capacity.
- Develops outreach strategic plan and successfully links the service line with Delaware Valley outreach initiatives.
- Facilitate contractual relationships with related organizations and strategic partners.
- In partnership with Marketing and Communications teams to establish marketing programs that enhance the awareness and preference for programs and services among key internal and external customer constituencies.
Operations and Finance management
- Works with the Primary Care Chief to provide required administrative and operational oversight.
- Develop, monitor, and report operational and capital budgets. Coordinate with operational departments/service lines to ensure corresponding availability of service capacity to accommodate growth.
- Embrace a culture of continuous improvement and lean management principles in health care.
- Facilitate the development of plans to reduce costs and improve the efficiency of all services.
- Collaborate effectively with providers to deliver quality care in a family-centered model cost-effectively and efficiently. Monitors compliance with established efficiency benchmarks including charge capture and delays, RVU productivity, chart documentation, etc.
- Collaborates effectively with the Hospital clinical leadership teams.
- Establish plans to optimize reimbursement for services provided, including collaboration with the Clinically Integrated Network on alternative payment models.
- Monitor and drive operations to achieve excellence in the service line.
- Responsible for the coordination and integration of intradepartmental and interdepartmental services.
- Assures that each department/area of responsibility understands the primary care quality and safety initiatives.
- Responsible for the development, interpretation, and implementation of policies and procedures that guide and support the provision of services.
Human Resources:
- Recruits, employs, evaluates, disciplines, and recommends salary actions and adjustments for personnel for the units encompassed by the Center. Establishes job descriptions and competency checklists and assures current licensure when necessary or applicable and takes other personnel actions as required.
- Responsible for the orientation and continuing education of all persons reporting to the position.
- Assures safe work practices are used by all associates of the Center and promotes a positive work attitude within the department and practice and treats associates with respect, dignity, and fairness while maintaining accountability.
- Assures compliance with all legal and regulatory requirements including Joint Commission standards, Federal, State, and Local regulations, Life Safety Code, National Fire Prevention Association, Office of Human Protection, Americans with Disabilities Act, and Clean Air Act, in areas of responsibility.
Research and Education:
- Support the development of research initiatives that advance primary care and population health efforts.
- Integrate and align research programs with the clinical operation.
- Identifies funding opportunities for educational research activities, in partnership with other leaders in the organization.
- Foster administrative relationships at Partnership organizations that support collaborative clinical and research programs, extramural grant support, and academic programs.
- Supports integration and alignment of medical education, research and academic programs with clinical operations.
Physician Relations
- Develop and execute physician and staff recruitment plans to ensure adequate coverage at all facilities.
- Build long-term relationships with key physicians, affiliated, integrated, and/or employed.
- With providers, champions value-based care and population health management efforts.
- Communicates with physicians and other members of the medical staff to determine the effectiveness of the service delivery system of the various departments that support physical activity.
Other
- Active in philanthropic development activities.
- Ensure compliance with laws and regulations.
- Establish collaborative relationships with key managers and departments throughout the enterprise.
- Develop programs to deliver medical services and interact with providers and consumers worldwide through affiliation arrangements, advanced communication, information technology development, and, if appropriate, facility construction.
- Develop well-defined and comprehensive business plans that outline short and long-term growth objectives and detail strategic and tactical initiatives.
- Establish benchmark metrics focusing on volume, market share, quality, and profitable financial performance.
- Assist each facility with accreditation and certification efforts related to the service line.
- Assist each facility with the development of evidence-based clinical protocols and order sets where appropriate.

Position Requirements:
- Master's degree required in a graduate business or health administration discipline is preferred.
- Clinical Experience preferred
- Specialization in Practice Operations management and related clinical operations strongly preferred.
- Minimum Five years of experience in operations and program service line leadership and/or administrative healthcare experience required.
- Reputation as a change agent with high degrees of influence regardless of the reporting relationships.
- Demonstrated success with applying performance improvement methodologies, project team facilitation
- Proven track record of working collaboratively with physicians and executive administration
Will require skills and proven track record, experiences, and skills in the following:
- Strong program development and broader strategy implementation experiences
- Broad and deep experiences in Practice Operations management and related clinical operations
- Effective business operations skills
