The Director, Grants and Contracts provides leadership in development and management of externally funded grants and contracts; updates and implements policies and procedures to promote compliance and operation excellence; and oversees management of all grants and contracts awarded to Denver Health. Responsible for establishing and directing all processes, policies, procedures and strategic objectives to develop, enhance and promote research and grant administration activities internally and in collaboration with other Denver Health and external organizations (both public and private). Provides leadership, vision, and strategic direction to SPARO as well as its operational/support associated departments.The Director, Grants and Contracts provides customer service appropriate for a fast-paced, high-volume, dynamic, and intellectually challenging work environment and possess the ability to prioritize a variety of diverse projects and their deadlines using exceptional time management skills and exceptional interpersonal and communication skills.
Essential Functions:
Research Administration OperationsOversee the operational management of contracts, grants in accordance with institutional policies and procedures, federal and state regulations, and sponsor requirements. Handle more complex issues, demonstrate an in-depth expertise of Research Administration sufficient to serve as a point of contact for guidance to other staff members and customers. Independently analyze information to identify issues and risks, define problems, craft processes necessary to deliver resolutions. Lead grant analyst, grant accounting, and contracting staff teams. Provide coaching and leadership to leaders of teams. Manages operational budget and HR of assigned teams. Serves as the Authorized Organizational Representative (AOR) for Denver Health, with associated federal and state reporting responsibilities, and additional institutional roles as delegated by leadership and/or policy. Maintains, creates, and revises existing policies and procedures. (60%)
Process Improvement Review and critically evaluate departmental operating procedures and proposes potential improvements using Lean tools within a Lean management system. Coach and develop leaders using Lean process improvement methodologies. Promote positive interpersonal (customer) relationships with fellow employees, physicians, patients, and visitors. Treats these individuals with courtesy, dignity, empathy, and respect; consistently display courteous and respectful verbal and non-verbal communications. (20%)
Data Monitoring, Reporting, and Analytics Monitors existing performance of workflow processes. Provide consistent and accurate verbal and written communications to team during data review. Maintain data, reporting, and data dictionary. Performs Quality Assurance/Quality Improvement/Data Integrity Reviews. Establishes a systematic approach to promoting efficiency and effectiveness. Establishes follow-up systems to monitor work progress. (10%)
Staff Development Pursue collaborations with members of other departments within DHHA, with outside agencies, to increase customer understanding and support of research administration. Work on DH initiatives and serve on committees. Implement Lean management system focused on continuous process improvements and respect for people, reporting and driving performance using performance metrics. Recruit and retain SPARO employees. Maintain and develop onboarding, career ladders, and staff training program. Invest in professional development of staff. (10%)
Education:
Bachelor's Degree Required
Work Experience:
7-9 years Seven+ years experience research administration / grant and contract office management. Administrative experience should include oversight of human subjects, clinical research, clinical trials, preferably with multi-center or inter-organizational collaborations. Required
4-6 years At least five years of experience in progressively responsible people management, budget development and oversight, human resources management, liaison activities, and strategic leadership. Required
Licenses:
CRA-Certified Research Administrator - RACC - Research Administrators Certification Council
Knowledge, Skills and Abilities:
Knowledge of federal regulations, state statutes, Hospital policy, best practices and project requirements.
Basic knowledge of cost accounting standards and specific requirements for federal awards.
Ability to identify and address potential risk and/or research compliance issues.
Ability to guide investigators and other Hospital personnel through business decisions
Ability to set priorities, manage time effectively, and meet multiple deadlines.
Ability to provide prompt and effective customer service to Hospital stakeholders.
Ability to create grant and contract related policy or procedure with buy-in from appropriate stakeholders.
Ability to represent the Hospital to external sponsors and provide liaison with internal departments.
Proven ability to lead in a complex business and compliance environment and has directed and mentored the work of others (managers, directors, physicians).
This position requires strict attention to detail, outstanding organization skills, excellent interpersonal communication and customer service skills, and the ability to manage competing priorities and hard deadlines effectively.
Knowledge of FAR contract clauses.
Knowledge of Federal wide Standard Terms and Conditions for Research Grants.
Proficient with Microsoft Office Suite (Excel, Word, Outlook, SharePoint, etc.).
Demonstrated ability to produce workable solutions to challenging situations.
Ability to analyze and interpret data, financials and reports.
Effective written communication skills and verbal communication skills including one-to-one, in small groups and in public speaking contexts.
Experience in LEAN management systems, use of process improvement tools, and use of visual management boards.
