Job Summary
Under minimal supervision, this position supports the analytical and reporting functions of the Denver Health Paramedic Division (DHPD) by optimizing data infrastructure and uncovering data insights. Primary responsibilities include data extraction, transformation, and loading (ETL), exploratory data analysis (EDA), visualization, and reporting activities related to assigned projects and workgroups. Secondary responsibilities include working with Denver Health (DH) data teams to build and maintain data infrastructure. Demonstrates technical and conceptual skills necessary to develop system solutions for DHPD projects using appropriate data systems. Provides data modeling for the creation and integration of various DHPD data sources. Performs data integration and interoperability through the identification, acquisition, and aggregation of disparate data sets. Participates and supports project lifecycles through project management and process improvement activities. Assists DHPD teams with complex systems issues related to data workflow, data analysis, and reporting activities. Coordinates relevant efforts with other Denver Health departments when appropriate.
This position may be occupied by a civilian, non-Command uniformed personnel, or Command uniformed personnel. In the case of uniformed personnel, title (e.g. EMT, Paramedic, Lieutenant) may be maintained at the discretion of the Chief Paramedic. Regardless of civilian or uniformed status, the pay scale will not change.
Essential Functions:
Collects and compiles data for DHPD work efforts, data analysis and report requests, research, and evaluation design planning, and analyzing and generating reports. (10%)
Works with DH data personnel to streamline and improve data infrastructure, including data pipelines, databases, and data warehouses. (10%)
Develops application evaluation goals, objectives, and methods for projects within the Division. (10%)
Builds automated and consistent policies and data queries to establish systems and queries of record across the Division. (10%)
Documents workflows to generate standard work. (10%)
Integrates best practices, including equity analysis and rigorous evaluation techniques, into existing and proposed policies and practices for the Division. (10%)
Researches, recommends, and evaluates policy and process improvement opportunities across the functions of the Division. (10%)
Collaborates with other members of the department, the Denver Health organization, and data analytics staff from partnering agencies. (10%)
Supports the creation and analysis of location-based problem-solving projects and strategies. (10%)
Provides teams with methodological assistance with the use of data science tools to complete data analytics related to assigned work/projects. (5%)
Creates and utilizes programs or tools which perform quality assurance reviews to ensure data accuracy and integrity. (5%)
Education:
Bachelor's Degree in Computer Science, Information Systems, Statistics, or a closely related field required.
Work Experience:
Minimum of two years of professional experience in database administration, report writing, and data analysis required.
Minimum of two years of experience working directly with customers and/or stakeholders to assess their information needs and develop applicable database reports and programs required.
Knowledge, Skills and Abilities:
Ability to extract large amounts of data from complex databases and manipulate large datasets.
Strong T-SQL fundamentals
ETL Tools such as SSIS, Python
Fundamental understanding data warehousing concepts (e.g., Star, Snowflake, Merge Statements)
Proficiency and demonstrated experience with data visualization and report writing tools.
Demonstrates a good working knowledge of medical and health care terminology and statistical analysis.
Ability to determine data appropriateness and to compile data in a meaningful way to enable decision-making.
Ability to build and optimize databases to encompass large, complex data sets from multiple data sources.
***This position will be hybrid: 3 days in office, 2 days work from home***
