This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may NOT be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. The following is the standard grandfathering policy for all title 38 hybrid qualification standards. Please carefully review the qualification standard to determine the specific education and/or licensure/certification/registration requirements that apply to this occupation. All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure or certification that are part of the basic requirements of the occupation. For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Such employees in an occupation that requires a licensure or certification, may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. If an employee who was retained in an occupation listed in 38 U.S.C. § 7401(3) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. NOTE: If social workers covered under the grandfathering provision of the 1991 Federal law regarding licensure or certification of VHA social workers leave the GS- 0185 social work series, they lose the grandfathering protection. If they choose to return at a later date to the GS-0185 series, they must be licensed or certified to qualify for employment as a social worker. Grade Determinations: GS-13 Supervisory Social Worker Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services by supervised social workers. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. Physical Requirements: Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. Social Worker must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation, if necessary, without endangering the health and safety of the social worker or others. This position requires a valid state driver's license and local travel to provide community-based care to Veterans. The position requires significant travel in the community, through use of a government vehicle or other individual arrangements, to meet with representatives/stakeholders who provide assistance and support to Veterans in clinics, medical centers, Community Clinics, etc. This position also requires close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; and repetitive motions of the wrists, hands, and/or fingers. Participates as a member of the Social Work Service leadership team. Manages the daily operation of the M2VA Program and provides accountability for program effectiveness and modification of service patterns to enhance customer satisfaction. Seeks out training and education to ensure that program needs for Servicemembers and Veterans (SM/Vs) and staff are being met. Serves as the facility point of contact for all inquiries regarding seamless transition of Post-9/11 SM/Vs seeking health care from the facility. Manages Military Treatment Facility (MTF) referrals and other identified Post-9/11 SM/Vs located in the catchment area. Ensures registration/enrollment into VA healthcare appropriately for SM/Vs. Identifies unmet needs of the Post-9/11 population and works collaboratively with VASLCHCS, VISN and other partners to develop and implement solutions. Ensures that the M2VA Program is interdisciplinary and fully integrated with the inpatient and outpatient medical programs. Establishes collaborative relationships with physicians, psychologists, social workers, nurses, and other disciplines to foster their involvement in the care of Post-9/11 Veterans. Manages CCICM day-to-day program operation, results, and data management. Manages, monitors, evaluates, and reports on all CCICM related data to fully capture the day-to-day functioning and practice impacts on the facility and Veteran care. Provides supervision to staff aligned with the CCICM model of care, including but not limited to M2VA staff, Spinal Cord Injury Coordinator, Polytrauma Coordinator, and Dialysis Social Workers. Ensures that severely-injured and/or ill Post-9/11 SM/Vs and other SM/Vs with identified case management needs are assigned to a nurse or social worker case manager and oversees or works closely with care management teams to include nurse and social worker case managers, the Visual Impairment Services Team (VIST) Coordinator, the Spinal Cord Injury (SCI) Coordinator, the Polytrauma Case Manager if applicable, and the Women Veterans Program Manager. Researches community resources (local, state, and national) that are available to provide continuity of care and to enhance the quality of life of Veterans and disseminates information on resources to partners both in and outside of the VA. Works collaboratively with staff at Vet Centers and the Veterans Benefits Administration (VBA) Regional Office. Promotes and coordinates evaluations for the M2VA Program within the VAMC and any outlying CBOCs. Develop and implement a plan to extend services to Post-9/11 Veterans who may benefit from care, but who do not presently use VA for their health care needs. Considers the unique needs of the population, including readjustment to civilian life, mental health diagnoses, and need for care coordination across services and programs when conducting assessments and treatment interventions. Acknowledges that Veterans present with a wide range of psychosocial and environmental problems that require creative problem solving and planning when conducting assessment and treatment interventions.
