Under the direction of the Chief Operating Officer (COO), supervises the activities of the clinical laboratory department to ensure the smooth and efficient functioning of the department.
Primary responsibilities include planning, organizing, and directing the overall operation of the Laboratory Department. Activities included are performance of chemical, microscopic and bacteriologic tests performed in the laboratory to obtain data for use in diagnosis and treatment of diseases. Ensures that services are of the best quality, are cost contained and are carried out in an expeditious manner. Additional responsibilities include recognizing results or problems that require referral to the Pathologist, assuring competency of all personnel, formulating the budget for the department, maintaining performance improvement activities within the department, participating in CQI activities and maintaining efficient and effective departmental operations in compliance with all state, federal, and local regulatory laws, standards, and protocols.
Primary (Essential) Duties:
Oversees staff and activities of the department, assigns and distributes work; determines priorities; schedules non-routine procedures; performs personnel-related functions (hiring, firing, disciplining, training, etc.)
Performs advanced or specialized tests and other related laboratory techniques.
May duplicate work of others to confirm test results.
Re-evaluates methodology, makes recommended changes, and assists in test interpretation.
Determines if further testing should be done on blood samples or if test should be repeated.
Typically, checks and approves all reports for accuracy prior to sending them out
Initiates quality control measures and monitors work quality for compliance with laboratory standards
Maintains records for federal, state, and other appropriate license accreditation, if necessary. Monitors adherence to safety regulations.
Completes special projects as requested, e.g., surveys, statistical reports, studies, research.
Responsible for purchasing supplies for laboratory. Recommends procurement of new laboratory equipment and monitors maintenance/repair needs of existing equipment.
Work with hospital administration on planning, organizing, and directing laboratory operations and ensuring compliance with all local, state, and federal regulations.
Make daily rounds in Laboratory to judge effectiveness of operation, utilization of personnel, supplies and general ethical and professional atmosphere.
Secure and maintain the physical facilities equipment and supplies which are required to carry out effective patient care and create an optimum physical environment.
Manage or assist with the Gas Lab operations and services
Initiate and actuate improved methods of services and direct their implementation.
Prepare department budgets for personnel, operating expenses, and capital equipment.
Responsible for the fiscal operation of the department
Communicate appropriately and clearly to physicians, staff, and administration.
Interact professionally with patients and families.
Consult other departments, as appropriate, to collaborate in patient care and performance improvement activities. Promote effective interdepartmental relationships.
Establish and maintain standards of performance and ensure competency and appropriate licensure of personnel.
Direct and participate in the human resource management function for the department by coordinating the selection, promotion, orientation, and performance appraisal processes.
Communicate administrative directive to department personnel.
Initiate, interpret, and enforce Laboratory Services procedures and maintain and interpret hospital policies and procedures.
Responsible for providing 24/7 functionality of Laboratory Services.

Qualifications
Education:
Bachelor of Science degree in Medical Technology, Biology, or Chemistry
Licensure/Certification/Registration:
Current registration with the American Society for Clinical Pathology (ASCP) and/or equivalent accrediting agency
BLS on first day or to be assigned by the Learning Center
Experience:
Four (4) to Six (6) years' experience in a management environment with similar functions
Previous experience in the management of a Clinical Laboratory of an acute care hospital
Previous experience with regulatory and accreditation of laboratory operations, preferably CLIA, CAP, and AABB
