Job Summary
The Chief Medical Officer (CMO) is responsible for leading the development of Cook County Health’s (CCH) clinical quality agenda setting patient-centered standard of care, measuring and improving clinical outcomes, and disseminating best practices. The CMO will provide strategic direction to support the ongoing transformation of CCH as a market leader in the achievement of clinical, cost and service outcomes for challenging populations and communities, including the development of critical success factors and key metrics and targets to support that work. The CMO provides provider direction in the alignment of provider services with CCH’ strategic plans and clinical program priorities. The CMO works throughout CCH to achieve an effective, highly integrated system that succeeds in a variety of value-based care contracts while improving outcomes and health status of defined patient populations. Chairs key provider committees aimed at both alignment of clinical programs, integration of standards of care and driving continuous improvement of quality. Serves as primary liaison to the CCHHS Board’s Patient Safety and Quality Committee.
General Administrative Responsibilities
Collective Bargaining
Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals
Participate in collective bargaining negotiations, caucus discussions and working meetings
Discipline
Document, recommend and effectuate discipline at all levels
Work closely with labor relations and/or labor counsel to effectuate and enforce applicable Collective Bargaining Agreements
Initiate, authorize and complete disciplinary action pursuant to CCH system rules, policies, procedures and provision of applicable collective bargaining agreements
Supervision
Direct and effectuate CCH management policies and practices
Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreement
Management
Contribute to the management of CCH staff and CCH’ systemic development and success Discuss and develop CCH system policy and procedure
Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary; hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements
Work with Labor Relations to discern past practice when necessary
Typical Duties
Provides leadership and guidance to support the strategic alignment of provider services and standard of care for CCH
Assures the clinical environment in which provider practice is supportive of CCH’ mission
Works collaboratively with leaders of the medical staff of CCH hospitals
Defines and aligns provider networks throughout CCH in support of CCH’ strategic plan. Articulates goals for the CCH provider components and networks and defining the benchmarks for measuring success
Assures representation of CCH provider organizations in all facility integration activities
Facilitates appropriate provider participation to ensure provider perspective and buy-in to networking and new business development activity
Leads the development of consistent credentialing standards and processes across CCH
Works with all elements of CCH with a focus on provider to take a leadership role in developing quality metrics based on standards of care quality metrics based on standards of care
Facilitates the analysis of quality performance management and prioritization improvement opportunities and consults on issues involving physicians
Monitors success to clinical services and work with appropriate leaders to remove barriers and facilitate referrals and patient flow to CCH services
Creates a provider leadership plan to identify, develop and mentor future provider leaders across CCH
Develops and implements provider communication strategies that inform, link and bond CCH provider among themselves and with CCH, including forums that promote information exchange and collective purpose
Reviews and updates the ongoing development and implementation of policies and procedures that guide and support the provision of medical staff services across CCH
Coordinates with CCH leadership the development of correction action plans for regulatory agencies in the event of adverse findings
Serves as the primary medical liaison between CCH, the entity medical staffs and the CCH Board of Directors
Provides guidance and support to CCH medical directors and senior leadership in the development of budgets
Supports the Quality & Patient Safety Committee of the CCH Board
Establishes a close working relationship with Human Resources/Labor and our union partners
Develops and continuously updates an overall transformation strategy and set of key tactics for remediating gaps, including critical success factors, metrics and targets
Works to align managed care and population health initiatives between the various entities within CCH (i.e. CountyCare, the hospitals, the specialty practice, ACHN, Public Health, etc.)
Represents operational interests on assigned internal/external committees, task forces, commissions, agencies and promotional or public relations efforts for CCH primary care clinical affairs
May maintain an active clinical load or no more than 20% (if applicable)
Performs other duties as assigned

Minimum Qualifications
· Doctor of Medicine (MD) or Doctor of Osteopathy Medicine (DO) from an accredited college or university
· Licensed as a Physician and Surgeon in the State of Illinois prior to starting employment.
· Board certification in respective medical specialty
· Seven (7) years combined clinical experience and/or developing and implementing strategies to improve healthcare outcomes for defined populations (to include policy work in this area)
· Five (5) years of leadership experience in a healthcare or hospital setting
· Performance improvement and quality management experience
· Experience developing and improving systems of care, including Medicaid, and dual eligible (Medicaid/Medicare), defined populations
· Experience and knowledge of relevant regulatory and accreditation requirements for payers and providers
Preferred Qualifications
· Five (5) years of executive leadership experience
· Risk management experience
· Cleared for privileges by Medical Staff Services by start of employment
Knowledge, Skills, Abilities and Other Characteristics
· Knowledge of performance improvement and quality management tools and how to measure interpret outcomes
· Knowledge of Microsoft Office products (Word, Excel, PowerPoint) and data analysis software and tools
· Excellent verbal and written communication skills necessary to communicate with all levels of staff and a patient population composed of diverse cultures and age groups
· Effective interpersonal and negotiating skills to gain understanding, approval and support at all levels of staff

Physical and Environmental Demands
This position is functioning within a healthcare environment. The incumbent is responsible for adherence to all hospital and department specific safety requirements. This includes but is not limited to the following policies and procedures: complying with Personal Protective Equipment requirements, hand washing and sanitizing practices, complying with department specific engineering and work practice controls and any other work area safety precautions as specified by hospital wide policy and departmental procedures.
