Under minimal supervision, oversees all disability related programs including STD, LTD, ADAAA, FMLA and other types of Leaves of Absence. Ensures compliance with all government regulations, including Americans with Disabilities Act Amendment Act (ADAAA) under Title I, Employment and Family & Medical Leave Act (FMLA), and ensures that program objectives are in line with the overall goals of the organization. Seeks to minimize financial costs by implementing and facilitating transitional return to work program for disabled employees. Leads and directs all LOA staff and monitors and tracks all leaves of absences to adhere to Federal/State laws, Denver Health P&Ps, and time limits of FMLA and Non-FMLA. Manages third party LOA software vendor relationship and services, and Disability insurer relationships and services. Assists Benefits Director in creating and administering self and fully insured disability programs including writing policies, and other plan documents as necessary.
Essential Functions:
Design and implement a robust stay-at-work/transitional return-to-work program that keeps employees engaged with the organization during periods of disability and that reduces lost work days. Develop, recommend, implement and administer LOA/ADA/RTW systems and programs which support the defined objectives of Denver Health. (20%)
Facilitate the LOA/ADA/FML/RTW process from start to finish. Directs the work of the ADA/LOA staff including assigning tasks, providing coaching and development, and ensuring efficient leave processing Ensures Medical Disqualification Letters to employees are prompt, as well as initial ADA Interactive Process letters. (25%)
Functions as an internal consultant to the supervisory and management levels of the organization regarding best practices and continuous process improvement within the area of FMLA/ADA/LOA and RTW. Provide ADA consultation services on occupational and non-occupational cases. Counsels' managers as to how to handle serious health conditions/disabilities in the workplace. (20%)
Organizes and facilitates communications with payroll, Worker?s Compensation, COSH, software vendor and TPA regarding payments of STD and LTD benefits. Communicates and works with a variety of internal and external sources such as attorneys, physicians, providers, vendors, and others to achieve a timely return-to-work date and prompt resolution of claims. (15%)
Assesses, plans, designs, and evaluates FML and LOA policy manager training focused on Denver Health needs; delivers training as needed. Explains and provides information with regularly reported metrics and other requests for information as needed. (10%)
Keep abreast of trends and changes in legislation and effect changes or make recommendations for change to keep the company practices in compliance with state and federal governmental agencies. (10%)
Education:
Bachelor's Degree Bachelor's degree or equivalent experience in benefits administration or
Work Experience:
4-6 years of professional human resources human resources experience in disability and FML/ADA administration Required and
1-3 years experience managing and administering leave of absence programs and staff Required
Licenses:
Knowledge, Skills and Abilities:
Demonstrates professional and operational knowledge of State and Federal Disability, ADA, ADAAA, Worker’s Compensation, FMLA and other appropriate laws and of Denver Health Short-Term Disability (STD) and Long-Term Disability (LTD) plans. Knowledge of Workday and API HRIS and timekeeping systems, and LOA administration software systems. Knowledge of medical terminology a plus.
Excellent verbal and written communications skills. Advanced organizational skills and analytical skills with the ability to maintain the highest degree of confidentiality and proven interpersonal communication skills.
Ability to perform mathematical calculations. Able to coordinate and manage several tasks/duties at the same time. Relies on extensive experience and judgment to plan and accomplish goals. Wide degree of creativity and latitude is expected. Able to deal with all levels of employees within the organization.
Proficient in Microsoft Office Suite (Word, Excel, Outlook, and PowerPoint).
