Job Summary:
Under minimal supervision, validates quality clinical performance by establishing clinical specifications and guidelines pertaining to the City and County of Denver Emergency Medical Response System (EMRS) and its component agencies (DHPD, DFD, DPD, D911). Assesses the clinical performance of all EMRS participants for; documenting evidence, determining operational and performance qualification, as well as development and updating quality assurance procedures to assure quality patient care and consistency in process across the agencies. The Assistant Director of Clinical Performance is responsible for achieving quality assurance clinical performance objectives by contributing information and analysis to strategic plans and reviews. This includes but is not limited to; preparing and completing action plans, implementing production, productivity, quality, and clinical performance standards, identifying and resolving problems, overseeing and completing audits, determining system clinical improvements, overseeing the successful implantation of multi-agency quality improvement projects and trainings, implementing change as needed. Employee is responsible for planning, organizing, allocating resources, ensuring compliance with procedures and achieving the outcomes of the work unit. Duties performed involve weighing and evaluating complex factors requiring a high degree of judgment, analytical ability, and problem solving. This position will report jointly to the Medical Director of the Denver Department of Safety and the Medical Director of the Denver Paramedics. They will work collaboratively with teams from the component agencies of EMRS as outlined above.
This role is an integral part of EMRS and functions as a liaison and coordinator between multiple emergency response organizations. The ideal candidate is comfortable working in small and large teams with executive leadership from large agencies. This person will independently coordinate joint projects, protocol development, and quality improvement activities, among other tasks. A data driven, systems approach to problem solving with an eye towards innovation, progress, and overall system improvement is key to this role.
Essential Functions:
Departmental Supervision & Mentoring (50%)
Supervises and mentors all department members to accomplish individual, unit, and enterprise strategic goals.
Identifies training and staff development needs of department members and ensures that appropriate education or training is provided.
Initiates formal/informal activities to develop departmental cohesion and collegiality.
Recognizes and acknowledges positive behavior and contributions.
Plans and Implements all Program Service Lines (50%)
Devises evaluation strategies to monitor performance and determine need for improvement.
Articulates and executes the vision, strategy, and direction for the program.
Provides leadership and management support.
Cultivates integration of RESTORE services lines.
Assesses existing service lines.
Recommends additional activities, service lines and programs.
Creates and delivers ongoing trainings.
Executes multi-year plans.
Education:
Bachelor's Degree required.
Master's Degree preferred.
Experience:
3 years of urban prehospital EMS/911 experience with demonstrated leadership qualities and evidence of leading initiatives at the agency, local, or regional levels required.
Knowledge, Skills and Abilities:
Ability to successfully pass mandatory City of Denver, Denver Health, and Denver International Airport (DEN) background checks, required for badge access and job functionality.
Knowledge of the principles of Clinical Social Work and the population served.
Strong communication and presentation skills.
Knowledge of Microsoft Office Suite (including Excel).
Basic data management, ESO, and Epic system experience preferred.
Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
Independently coordinate and run meetings.
Independently coordinate system level initiatives and innovation with multiple stakeholders.
Oversee system wide quality and performance via: Joint quality meetings, quarterly individual agency meetings (DEN, dispatch, police), and other meetings as appropriate.
Required Licenses/Certifications:
EMTP-EMT Paramedic - CO - State of Colorado -OR- EMTB-EMT Basic - CO - State of Colorado.
