The Phoenix VA Health Care System (PVAHCS) is in search of an energetic, driven, visionary leader to serve as Chief of Medicine to join the Chief of Staff and the Executive Leadership team in leading the Health Care System in fulfilling its mission as a clinical center of excellence. The Chief of Medicine is responsible for oversight for planning, developing, coordinating, directing, and evaluating Medicine Services for a large and complex VA health care system. To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Is also responsible for the Emergency Department and Hospital (inpatient) Medicine. Major duties include but not limited to the following: Provides administrative, clinical and programmatic leadership for the Medicine Service to ensure clinical excellence. Mentor and lead highly competent, satisfied staff dedicated to providing the highest quality care centered around Veteran needs and optimizing health and well-being. Provides opportunities in resident/fellow and medical student teaching at all levels in medicine and the allied health fields as well as administrative duties and research. Plan initiatives and develop programs in collaboration with other services in order to ensure coordination of service, streamlining of services, and enhancement of cost-effective care provided to Veterans. Will lead the service in addressing applicable clinical metrics, aware of performance expectations. Participate in top level decisions and policy design with significant impact. Medicine Service is affiliated with the University of Arizona, Phoenix Campus, as well as Banner University Medical Center. May supervise and teach Banner U of A and other affiliate residents and medical students on the campus and will receive an academic appointment at a level commensurate with their academic accomplishments and experience. Will work with teaching faculty to expand existing educational rotations for medical students and residents and will help develop new rotations within the Phoenix VA HCS. Clinical Duties: This position is predominantly administrative in nature, but the incumbent may have a minority of their time (i.e., 30%) in a clinical role as appropriate to their clinical discipline and specialty area. Leadership Duties: Will determine goals, priorities and direction for the Service and clinic operations and will be responsible for assigning duties to staff within the realm of Medicine for the clinics. Conduct regular meetings to keep staff abreast of all clinic business, policies, procedures, goals, priorities, and directions. Responsible for the development of position descriptions and competencies for the direct report staff, along with the development and completion of performance standards and appraisals. Address grievances, apply disciplinary policies, and nominate incentive awards in all matters concerning Performance and Improvement staff members under the supervision of the Service administration. Work closely with Nursing leadership (Chief Nurse) and Group Practice Manager. Participate in wider-range and higher- level management functions for Performance and Improvement through participation and planning in operational boards, councils, and committees throughout the medical center. Develop and maintain continuing programs in the areas of organizational improvement, continuing education, and other quality improvement activities. Assume active leadership at the VISN and/or national level regarding professional, management and health care delivery issues. May act for and in the absence of the Deputy COS when the Deputy COS is on leave or travel.
