This position is located within Health Services Research and Development Service (HSR&D) in the Office of Research and Development at VA Central Office in Washington, DC. EDUCATION REQUIREMENT: A bachelor's or graduate/higher level degree with the major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. AND SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience that is equivalent to at least the next lower grade level (GS-13) in the Federal service. Specialized experience includes experience developing policies, procedures, and criteria for administration of a health research program; managing the scientific peer review processes in a health research program; utilizing research award/grant application software programs (i.e., eRA Commons or a similar program); and effectively directing a broad portfolio or program of health systems research focused on development and testing of innovations in the design and use of health technology and virtual health care or digital health modalities to improve access to and outcomes of health care to include performing research design, data collection and analysis used in health services research). ["The goal of Health Systems Research (HSR) is to improve the quality of health care for veterans by generating evidence to support best practices in the organization, delivery, financing, and management of health care services. The HSR program is organized into strategic methodological priority areas including data science, implementation science, evaluation and policy analysis, systems science, and engagement science. Duties and responsibilities include, but are not limited to, the following: Applies knowledge of health systems research and researchers to strengthen scientific review process Makes recommendations regarding appropriate assigned of research proposal to the select portfolio based on subject matter expertise Identifies and recruits VA and non-VA scientists to serve on scientific peer review committees Provides policy guidance to reviewers (e.g., regarding conflict of interest, scoring guidelines, etc.) Provides general advice to field investigators regarding preparation of proposals and review criteria Manages select HSR research portfolio(s) Develops a strategic plan for identifying and addressing needs in the areas including innovative approaches to resolving issues Conceptualizes and develops periodic reports advising on funding priorities, preparation of publishable articles, describing research activities and findings, etc. Serves as primary point of contact for all programmatic and scientific issues related to proposed, planned, ongoing and completed activities in assigned portfolio Monitors and evaluates review process and implementation of programs Initiates and participates in development, conduct, and analysis of projects to evaluate and improve aspects of assigned portfolios such as quality measurement, healthcare informatics, nursing practice, work force burnout, aging, veteran and provider engagement, etc. Responds to questions from potential investigators and VA research offices regarding the application and scientific peer review process Directs the development of studies in the portfolio area which will advance scientific knowledge and anticipates future directions Reviews literature in subject area to identify gaps in scientific knowledge Identifies, appoints, and convenes appropriate scientific advisors; developing and updating the research agenda Oversees documentation and reporting for relevant health systems research outside of the VA that complement the portfolio area Ensures timely preparation, consistent and accurate documentation, and reporting of all portfolio activities Conducts routine analyses of portfolio(s) and prepares annual report of portfolio status, coordinates production of annual report, and presents data at meetings Oversees maintenance and updating of scientific peer review program databases and files Utilizes knowledge and skill in research, the scientific peer review process and management Analyzes data and generates reports from divergent data sources using computer software skills Utilizes knowledge of research design, data collection, and analysis methods used in health systems research Utilizes knowledge of principles and practices of scientific peer review Synthesizes information and conducts computer assisted database searches Performs all other duties as assigned Work Schedule: Monday through Friday, 8:00am to 4:30pm Recruitment & Relocation Incentives: Not Authorized Critical Skills Incentive (CSI): Not Approved Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies.
