This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may NOT be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations. This exception only applies at the GS-9 grade level. For the GS-11 grade level and above, the candidate must be licensed or certified. At the time of appointment, the supervisor, chief social work or social work executive will provide the unlicensed/uncertified social worker with the written requirements for licensure or certification, including the time by which the license or certification must be obtained and the consequences for not becoming licensed or certified by the deadline. Grade Determinations Social Worker, GS-9 Experience, Education, & Licensure: None beyond the basic requirements Demonstrated Knowledge, Skills, and Abilities (KSA's): In addition to the experience above, candidates must demonstrate all of the following KSAs: Ability to work with Veterans & family members from various socioeconomic, cultural, ethnic, educational, & other diversified backgrounds utilizing counseling skills Ability to assess the psychosocial functioning & needs of Veterans & their family members, & to formulate & implement a treatment plan, identifying the Veterans problems, strengths, weaknesses, coping skills, & assistance needed Ability to implement treatment modalities in working with individuals, families, & groups to achieve treatment goals. This requires judgment & skill in utilizing supportive, problem solving, or crisis intervention techniques Ability to establish & maintain effective working relationships & communicate with clients, staff, & representatives of community agencies Fundamental knowledge of medical & mental health diagnoses, disabilities, & treatment procedures. This includes acute, chronic, & traumatic illnesses/injuries; common medications & their effects/side effects; & medical terminology Social Worker, GS-11 Experience & Licensure: Requires completion of a minimum of one year of post-MSW experience equivalent to the GS-9 grade level in the field of health care or other social work-related settings, (VA or non-VA experience) & licensure/certification in a state at the independent practice level. OR Education: In addition to meeting basic requirements, a doctoral degree in social work from a school of social work may be substituted for the required one year of professional social work experience in a clinical setting. AND Demonstrated Knowledge, Skills, and Abilities (KSA's): In addition to the experience above, candidates must demonstrate all of the following KSAs: Knowledge of community resources, how to make appropriate referrals to community & other governmental agencies for services, & ability to coordinate services. Skill in independently conducting psychosocial assessments & treatment interventions to a wide variety of individuals from various socio-economic, cultural, ethnic, educational & other diversified backgrounds. Knowledge of medical & mental health diagnoses, disabilities & treatment procedures (i.e. acute, chronic & traumatic illnesses/injuries, common medications & their effects/side effects, & medical terminology) to formulate a treatment plan. Skill in independently implementing different treatment modalities in working with individuals, families, & groups who are experiencing a variety of psychiatric, medical, & social problems to achieve treatment goals. Ability to provide consultation services to new social workers, social work graduate students, & other staff about the psychosocial needs of patients & the impact of psychosocial problems on health care & compliance with treatment. Physical Requirements: Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. Provides a range of interventions and treatment modalities which may include individual, group, and/or family counseling or psychotherapy. Ensures the transition of care of Post 9/11 era Servicemembers/Veterans, from the DoD Military Treatment Facilities (MTF) and Recovery Care to the Veterans Health Administration (VHA) is safe and continuous. Acts as a care coordinator and case manager for psychosocial concerns related to social drivers of health for SM/Vs assigned to their caseload in the M2VA program and CCICM. Assess and treat the complicated psychosocial and behavioral health problems of SM/Vs. Accepts referrals from any member of the interdisciplinary team, Veterans, caregivers and/or family members who call or walk-in for assistance, and from community professionals. Collaborates with the healthcare team in evaluating the needs of CCICM and Post 9/11 era transitioning SM/Vs. Collaborates with the healthcare team and Veteran in developing, planning, and implementing case management plans. Collaborates with VA and community resources to enable Post 9/11 era SM/Vs access to VA and non-VA benefits as an effort to problem solve issues presented by the SM/Vs and/or their family. Participates in community outreach efforts targeting Post 9/11 era SM/Vs. Links SM/Vs with services, resources, and opportunities, to maximize their independence, health, and wellbeing. Addresses the problems faced by Post 9/11 era SM/Vs and their families through appropriate interventions or referral to VA/community resources as necessary. Assists Veterans with coordinating health care needs across agencies, sites, and unique episodes of care to optimize service delivery, improve quality of care, and enhance both patient experiences and outcomes. Collaborates with VA and community resources to enable Post 9/11 era Veterans access to VA and non-VA benefits as an effort to problem solve issues presented by the Veteran and/or the Veteran's family. Provides interventions independently with Veterans and their families/caregivers who are experiencing a wide range of complicated medical, behavioral health, financial, legal, and psychosocial problems. Assess the psychosocial functioning and needs of Veterans and their family members/caregivers, identifying the Veteran's strengths, challenges, coping skills, and psychosocial acuity. Conducts psychosocial and behavioral health assessments in collaboration with the interdisciplinary treatment team and the SM/Vs. Conducts M2VA specific case management screens, per national directive and templates. Conducts timely assessment of at-risk Veterans in crisis to identify immediate needs, evaluate risk, and initiate safety planning as appropriate. Assists Veterans in developing treatment plans based on their bio-psychosocial assessment and personal goals.
