Overview
The Business Systems Analyst III acts as a technical liaison in support of Northwest Permanente's administrative systems and applications to ensure alignment between regional business needs and national enterprise services such as Kaiser Permanente Information Technology (KPIT,) National Provider Data Management as well as third party vendors. This role will lead regional enhancement projects in concert with affiliated partners to ensure Kaiser Permanente Northwest's business information needs are met. This position collaborates with Northwest Permanente Medical Group, Kaiser Health Plan Operations, Information Technology, and national Kaiser teams in the development, specification and integration of enterprise systems to support deployment of a future technology strategy for the region. Primary Responsibilities:
- Provides insight and supports the evolution of applications, systems, and/or processes to meet enterprise service compliance requirements by maintaining a comprehensive understanding of how current processes impact business operations across multiple domains.
- Collaborates and advises on the long-term system capability roadmap and planning in support of organizational affiliations to ensure scalable and innovative solutions are explored. Participates in evaluating third-party vendors and makes recommendations for leadership decision-making.
- Develops requirements for complex process or system solutions within assigned business domain(s) by interfacing with stakeholders and appropriate IT teams (e,g, TRO, KPIT, Application Resiliency Services (ARS)) and regional and national system owners. Documents processes and communicates with regional business partners to ensure that applications are compliant and meet business needs in a timely manner.
- Defines business and technical requirements and identifies the impact of requirements on upstream and downstream applications and systems. Provides recommendations to management and business stakeholders on how to integrate requirements with current systems and business processes across markets or domains.
- Acts as a liaison between business application owners, KPIT departments and enterprise business services to advocate for Northwest Permanente business partners and promote alignment between diverse parties.
- Supports continuous process improvement by participating in the development, implementation, and maintenance of standardized tools, templates, and processes across multiple business domains.
- Manages the Symplr Payer Dynamic Import tool set up and ongoing maintenance support for system data import. Works closely with Provider Contracting department to maintain and update workflow configurations in the Symplr Payer system. Supports technical needs for provider attestation.
- Supports new system technical needs with UKG and provider scheduling system, network management, utilization management and provider relations departments.
- Learns new cryptographic protection policy compliance requirements and coordinate with application owners to ensure compliance requirements are met.
Minimum Qualifications:
- Minimum five (5) years of business system analysis and project management with demonstrated increase in responsibility to support complex care delivery operational projects, process optimization and/or system implementations.
- Minimum three (3) years of consulting experience with internal stakeholders.
- The ideal candidate will have strong critical thinking skills, experience working within a complex organization, ability to draw inferences, and a natural curiosity to identify and interpret opportunities for technical efficiencies and process improvement.
- Deep understanding of core IT processes within ServiceNow and Kaiser Permanente Information Technology (KPIT) preferred.
- Demonstrable ability to work autonomously, manage and lead complex projects or parts of larger programs requiring program management involvement.
- High level of intellectual curiosity to understand current state, identify issues and provide solutions, while advising on positive and negative implications of decisions.
- Strong verbal and written communication capabilities to work with both technical and non-technical personnel at various levels in the organization. Comfortable with ambiguity.
- Effective at complex problem resolution and expected to assist in resolving all difficult issues, expanding the solution to include infrastructure, architecture, and multi-tier tools and business system strategies.
Preferred Qualifications:
- Master's degree in health care, business, information technology or related discipline.
- Familiarity with KPIT intake processes, security requirements, departments and functions and the ServiceNow ticketing system (for example, Technology Risk Office (TRO), systems compliance requirements, ServiceNow and the KPIT framework.)
- Certified Business Analyst Professional (CBAP) or other comparable business analyst or IT consulting certification.
- Knowledge of provider data management, network management, contract modeling, or electronic medical record systems.
- Knowledge relating to software design and HIPAA Compliance.
- Experience managing vendor relationships.
